FortiClient disconnects when switching user

We have had some issues were a remote user will forget their password, and we have always been able to login as local user account > connect to FortiClient VPN > and switch users and login as the user with the issues so it is connected to domain.

This no longer works. We think it has something to do with windows 11 because this is the first time we have used it since we have upgraded. Any Ideas?

We are running 7.2.5 FortiClient and planning to update to 7.4 really soon but don't see anything in release notes.
