Trouble Refilling a Controlled Prescription, can anyone help me understand why?

Hi all! I hope you guys are having a lovely start to your November :)

I was hoping somebody here could help clarify something for me because my insurance and calls to the pharmacy are sending me mixed signals and I'm starting to become a bit overwhelmed with it all.

I'm on a controlled substance for my epilepsy and my prescription is for 30 days but I receive extra pills in cases of emergency seizure activity. It says as much on my bottle/rx. I recently moved to a new city for school and called my doctor (9/29) to get everything transferred legally and smoothly. Though the CVS system on my end says it's received the prescription, for over a month now it has told me they are unable to refill it "this early" due to pharmacy or insurance regulations. Is it that the new prescription my doctor sent for the new location established new dates in the system? I've been burning through the last of my meds saved for emergencies in place of my usual medication routine since it's apparently still too early to be refilled despite my last actual refill being almost 2 months ago (9/13).

I've been reading through this subreddit to make sure I'm not missing any information and I noticed a few posts about new CVS system updates about filling controlled prescriptions early. I totally understand why that was implemented, but I'm usually a bit late in requesting refills (usually because I forget tbh and the automatic refill SMS thing hasn't always been consistent at least on my end). So, not ruling it out but it doesn't feel accurate at least from my experience.

I really appreciate anyone who took the chance to read all of this. I understand you likely see messages like this all the time, so truly I'm sorry if I'm coming across as ignorant. I guess writing this all out is my way of dealing with my anxiety that comes with not fully getting the procedures here. Because it's a controlled substance, I worry I might come across as an addict or ungrateful customer. I could be totally overthinking this but I'm new to picking up prescriptions and am trying my best to be mindful of all the moving parts behind the scenes.
