Anniversary edition unplayable fps on PC

Even vanilla no mods I'm getting below 20fps on average sometimes it creeps up to nearly 30 but mostly 20 or below hovering around 14 to 15 a lot of the time... what's going on here? My old PC ran skyrim special edition heavily modded without issues. Now I have a far more powerful PC and I cant run vanilla?

1440p with a 9700k, 32gb ram and 6900xt, installed on ssd. Not sure what the problem is? Even with lower settings nothing really helps and I find it hard to believe I need to lower settings when I can run games like CP2077 pretty much max settings without any issues?

Please tell me there's a fix... Just paid for the anniversary edition as I was craving some more Skyrim, didn't expect to not be able to run it lol.
