My new IPhone is locked. Why?

So, under CRTC law, section 7.2. A carrier CANNOT sell a locked phone in Canada.

This has been law since 2017.

I phoned Bell and they told me since I am a new account I have to wait 60 days to unlock my phone. Also illegal.

Does anyone have any idea what I can do here? If nothing can be done immediately, I'm going to have to return the phone and cancel my account as this is completely unacceptable.
