CFR for Carbide Tool Sharpening Wheels

Hello! I am new here and found this community hoping to get some advice. We have a carbide tool grinder that uses metal discs with abrasives layered on, which I thought fell into 1910.215. Upon further inspection, these wheels are the exception to this code. Does anyone know which codes may apply for these wheels? I've attached a link to an image of the machine below.
