Error when paying rent

My partner is trying to transfer rent from his linked bank account to our land lord, and he gets the message that says: ‘Your payment can't be completed right now Try using your Venmo balance or a different bank or card. For more info and other tips to try, see our Help Center’

He has his account verified but doesn’t have a debit card to link.

I have a debit card for our joint account but we can’t add that. And I cannot verify my account because I do not have a US government issued id.

He has been able to pay a smaller amount for the deposit to our land lord a few months ago, but now can’t send rent. What else can we do? We are completely new to venmo as we’ve been living out of the US for years. We tried Zelle but it has a 3k daily limit.

Venmo support couldn’t help much, they just said to use a different bank account, but he only has one

Any advice would be so helpful!
