Gear Based Match Making?

Question, would anyone know how the match making works? I would think its gear. If I load in free kit- most of the lobby has green items or below. If I load in with a blue kit it seems the lobby is more of the Blue and purple.

That leads me to think that each item may have a hidden gear score that helps with the match making. Thoughts or any clarification?
