Ticket for rolling stop and no license Georgia Usa

My father got pulled over for allegedly making a rolling stop even though I saw him stop completely because even a car in-front cross the intersection. And also no license. He was driving and I was in the passenger, he recently got his green card and went to the dmv to take the permit but didn’t pass in July and hasn’t gone again. I was in the passenger and had a license and age 25. The officer didnt even ask for our registration or insurance when he initially pulled us over. We had our ids ready for him and he went to check it out and came back with tickets.
