WHERE ARE RUSTED GEARS

Hey, so I have been struggling to find a single rusted gear. I have been to all industrial areas in the game, I've been to some at night and still nothing. Everybody recommends to go to the underground area in Blue Gate and search the cars. After 6 runs of of looking through the cars still nothing. Am I missing something or is there a special area perchance?
