Can I set manual priority for notifications. If so how?

Hi all, so I'm an emergency volunteer and we have an app (we will call "general public alert" or GPA) which will alert the general public to emergencies in the local area. But as I am an emergency volunteer I also have another app that alerts me if I need to attend said job (we will call emergency alert or EA). Often the GPA app will go off a couple of seconds before the EA app and I have sometimes missed the EA alert (as it pops up in the background). I am wondering if there is any way to prioritize alerts on OneUI 8.0 so that the EA alerts show a full alert (sound and pop up) even if it cuts off the GPA app alert.

I have set notifications by priority but am unsure how to set the EA app above the GPA app.
