Did SI just commit fraud? Releasing a full price game when it's just a beta?

The game is clearly not finished.
Clearly unplayable on multiple platforms.
Thousands of bugs.
Multiple gamebreaking crashes.

What is Steam's policy on a case like this?
It's so bad, will they pull the game off the store?
How many refunds will they endure?
