DEA benefits abroad, how do credits/full time work?

Does the VA pay the full rate for using the DEA benefits abroad using the universities definition of full time if they don't use credits? Here in New Zealand, a semester is 60 points made up of papers which are 15/30 points each, they don't use credits here, but 60 points is what they consider full time. I asked what the conversation ratio is, like if 60 points is lets say 30 credits, and I haven't been able to get an answer. The uni is accredited with the VA and stuff, so I figured they'd know, but they don't and the call number to the VA back in the states isn't answering due to the shutdown. I've heard from some people its a 1/1 ratio, others different. I'm not sure if this makes sense or not lol
