Is the process of "demoting" a level-up difficult?

Is there even a process to begin with? The little context I can provide is that our team has had ongoing issues w/ this particular level-up, as they've openly defied and disobeyed our coach (even in the coach's face), and yet nothing has been done about it despite the coach also being fed up. Our TL has also been out for some time due to personal reasons, but I'm wondering why a coach can't just make the decision right then and there to "relieve" a level-up from their role.
