Was it even rape/SA?

I reported 4 incidents. 2 were followed up on and 2 were dismissed immediately.

1. He forced me to give him oral. I didn’t say no but I didn’t say yes. I came up with a million excuses and when I hesitated he started taking off his clothes

2. He didn’t stop the first time I asked him to. We were being loud so I said “we’re being loud” and moved my hands to his shoulders. “We should move” started pushing on his shoulders. “his name” pushed even harder. Finally he stopped

3. He forced me to give him oral again

4. He didn’t use a condom when he originally agreed to. We had gotten to the point where we weren’t using condoms anymore but I was ovulating and wanted to be safe so we agreed to use a condom. He pulled one out of the box and played with the wrapper but never put it on. I found out when he ejaculated on me and when I asked him why he didn’t use it he said “idk”
