Could my little brother come for surgery in Taiwan under my care?

Hi, I had one question for my little brother. He's a trans man (FTM) and we were wondering if top surgery price are low compared to other part of the world? I'm working full time as a junior engineer here, i'm making 1.250M NT$ and I have a good health insurance, would i be able to put him on my insurance if he was to come? Or "sponsor" him in some way? I have an ARC because i'm working permanantly here in Taiwan, but would he require an ARC too to be able to recieve the surgery?

We are not looking to go through NHI coverage, we would pay this out of pocket if the total cost is great and care is good too.

By the way, this wouldn't happen for an other 2-3 years We are exploring different options for his surgery, hence my question.
