Is english teacher able to deduct internal marks on the basis of english notes?

Class 12. Also no teacher has checked the notes or anything. Besides we've already had our speech and listening test, plus the eng project too so those should be the ones holding the internal marks. The reason I'm asking is because I don't keep english notes. Because she doesn't give any notes, she gives hardly 1 question answer in the class and rest all are for us to do in the home. As if I'm gonna dedicate my already low time to whatever shitshow subject this is supposed to be.
