Can someone help my 22 y.o. Norwegian Pine?

When he was much younger he had a spider infection, he cannot grow taller from what I know, but recently, we got 2 cats, and he has started to look like this, but also maybe a little before the cats.

We've tried watering and spritzing with water like a mist.

Help is greatly appreciated!
