Hook for opening speech !

Hello! I will soon have my first meu in the European Council, I'd like some advice on a good opening speech + hook and to know how long these speeches should last. I've seen some answers on this topic and taken some examples, but since it's not the same committee and agenda, I don't know if it would be as eye-catching. I am Lithuanian and the agenda is the Russia-Ukraine war — future of European security policy.
