Rosie's Intentions

My theory is that Rosie's task for Alastor is to instigate war between heaven and hell. She sent him to assist with the hotel because she knew heaven would see it as a threat. I think Alastor was sent to heaven by Rosie because Lilith went there, and I think Lilith might also be trying to instigate war and that Alastor was sent by Rosie to help Lilith instigate it from inside of heaven. I also think Rosie had already settled with Alastor in advance that he and Charlie would have the cannibals form an army against heaven without drawing attention to Rosie herself - that way making hell look like even more of a threat to heaven.

I've been seeing theories around here that Rosie is Roo - I support these theories, and I'm saying Roo's goal in instigating war is to take revenge against heaven.
