Need to buy plan for surgery in another state

Long story short. I’m on Colorado Medicaid. I got a rare surgery on Medicaid last year. I now need a revision surgery that only a few surgeons in the country offer. Since my Medicaid is only good for Colorado I will need to purchase a plan that I can use in Texas. Is that possible? I called blue cross blue shield and they said they only have ones that will work in Colorado. I thought I could purchase a ppo plan that I can use anywhere. I’m currently disabled and unemployed-
