Is it me or most of the nen users are weak AF

When talking about power scalling in most shounen animes, hxh is of of the weakest universes. But if there is one thing that was always kinda strange for me in hxh is the fact that many, if not most, of the nen users displayed in the series so far are so weak compared to the great nen masters like hisoka and such.

In the Yorknew arc we see a bunch of assassins chasing Chrollo, all of them (except the zoldycks) were garbage. All of the nostrade family bodyguards are garbage as well (except for my boy kurapika). All of the shadow beast were trash, to the point that 6 of them get killed off screen.

Then, in greed island, we meet Tzgera (forgot how to spell that) who is a one star hunter and he is sooo fking weak (doesnt even showed a hatsu) not to mention the rest of his squad.

That makes me think that Togashi really enjoy putting weak characters in hxh to maybe display how hard mastering nen really is or something like that. Those characters cant even put up a fight even if they end up loosing the same way.

Do you think thats Togashi being lazy to further develop such characters or what?
