How Kleptomania works for people who don’t know

I don’t see a lot of info online yet about how it works so I’m just gunna put what I’ve found here (yes I did take it on my first play though). There’s almost no downside if you’re careful. I don’t fully understand how it works but there seems to be a random chance something around you will get stolen and no one will notice, the worst of the effect ONLY triggers when you put your cursor over an item that can be stolen, then it will trigger a chance that you will pick it up automatically, never when you’re looking near the item only when its name and description shows up. You won’t just steal everything within a 5 meter radius and get caught. Right now I’m trying to use the random steal chance around me to steal the Spectrum Dance Saber unnoticed because there’s nowhere I won’t get caught (I used a smoke bomb and that worked better). Just thought I’d throw a little information in since there’s so little I’m seeing
