Why is the modding community so dead?

In every other gacha it maybe took some time to really start moving and get more and more mods daily, like star rail which took about 1-2 months i think, but here there is simply 3 mods that are almost nothing. I play on my cellphone bc my pc isn't really the best out there but im willing to play on it if I find cool mods and I think that P5X has some potencial to have really cool mods
