Any other way of getting my C&P Exams

Can anyone help me figure out a better way of getting my c&p exams and dbqs? I've tried contacting the my regional office they were no help, I've tried calling the hot line no help as well, I signed up to have the DAV represent me but don't actually have a representative because I filed on my own without them. I can get time or ahold of anyone because there hours are the worse. I have a foia out as well but its been sitting there for months. Any other options left at this point?
