Thinking about stepping down

Im a merch cord and give it 200% every day yet my store manager absolutely hates my guts. I want to move up into a salary role but I’ve been getting threatened with write ups and blamed for things completely out of my control. A majority of every single issue in the building comes down to a lack of payroll, and people in leadership wanting to delegate tasks but not helping out themselves. I’ve realized my goals and ambitions are never going to happen while this individual has control over my career trajectory. Therefore I think I’m going to step down because I’m essentially being blocked from any kind of growth. Either way, nothing I do is ever good enough for my management and I will happily give them the opportunity to hire somebody new to do the work of 3-4 people for 1 dollar above minimum wage. I’m just wondering if I can change my availability during the holiday season
