What happens if seller refuses to send offer (buff)

I have bought at 5 p.m. Right now it's 00.45 a.m.

The price of the cases I bought went up a solid 10% so I would like to not ask for refund and rebuy them, should I wait?

When do buff take action if they were to never send the item.

Thanks in B4 for the answers :)
