I think Luke initially refuses to decorate for Christmas because it reinforces the massive commercialization of Christmas, but relents when Lorelai complains about him being a Scrooge/Grinch.

Taylor puts his up his decorations exactly on December 1st. He also thinks it should be legal to fine and/or jail people who decorate before December 1st, but the rest of the town refuses to allow him to do so.
