What if Vegeta physically could not unlock super saiyan?

In this what-if we discuss what would happen if Vegeta could not ever unlock super saiyan… not for lack of trying to be clear:

Trunks can still do it, Goku can still do it, everyone who could do it can still do it except for Vegeta! How would this weigh on his mental state? What would he do to compensate?

He's not limited to as strong as he was back in the Namek saga… he can still get stronger trying to close the gap… but without the power of super saiyan… what would he become?
