I got 10 citrus trees that I need to overwinter in my garage. What’s the most cost effective solution?

Each tree is in a 24 inch 25 gallon pot. My garage will be warm enough to house them, but has no light. The ceilings are 12ft with only 2 light fixtures so only adding grow bulbs won’t work.

Should I just get a bunch of lamps and grow bulbs or should I go heavy into the grow light brands like mars hydro or spider and get more expensive lights?
