Maldives online visa question

I realize I may be reading too much into this, but the hard copy arrival card for the Maldives that I see online asks how many hand bags you have and how many checked bags. The online form, however, only asks, "Number of check-in bags." Do they want to know the total number of bags here or just the number of bags checked on the plane?
