Inez Completely Broken on XBOX

I've seen people saying the Inez glitches have been fixed with the most recent update, but my game seems to be broken no matter what I do. My current situation:

I did the mental refreshment quest for Milverstreet. I gave him the plans and completed that quest. Now he's stuck flapping his mouth to no one in the room on a constant loop. He makes no noise, Inez is not there at all, and he cannot be interacted with.

After trying every suggested solution I decided to just try to Completely start over from before the mental refreshment quest. Went back, talked to Inez, and then walked all the way back to town hall. This time Inez was there and actually having a conversation with Milverstreet.

Hooray problem solved! Nope... when I talk to her she makes a quip about not wanting to work with Milverstreet and then stares straight ahead and flaps her mouth with no audio. Is it possible she's just permanently broken on my playthrough from the start? Is the only way to fix this to Completely start a new game? I cannot for the life of me figure out why this is happening.
