Help! Case FAN no workerino

Hellow guys, sorry for bad london, but today i've decided to boost my RAM from 2400 to 3200 Mhz, so now, in the evening ive changed Voltage to 1.35. And a few hours later i've noticed that my Case fans isnt working, i see their LED lights but they doesnt spin. So i went to the bios, turned on Smart FAN, now i see their speed BUT 1 of them is still not working, LED works but not spinning, tried to raise their speed manually, but nothing helped, 1 FAN doesnt work only LED light works :( what have i've done? maybe because of RAM high voltage?
