Valve Frankfurt full load permanently all days

I will not write the word s3rver to bypass automod, but WHY since september is this garbo s3rver fully loaded and no one gives a sh...? The load is every day full and without server ban picker you cant have good games, the fully loaded server generates jitter + long ticks + bad hitreg + bad fps. All EU clusters are bad but this one is especially bad fully loaded even at midnight.
