I think is should be able to buy whatever level i want

In the mythic weapons at least i just got the rein mythic weapon and its kinda stupid you need to buy the levels in order instead of being able to buy whatever level you want first like most people buy the mythic weapons for the look and the flourish why do i have to buy the reactivity first its ridiculous.
