how long does the obsessed take to see in the mod?

I recently downloaded the obsessed mod and was playing for a few hours and hadn't seen him, I thought maybe he wasn't compatible with my other mods so I tried playing it alone and after an hour I still hadn't seen him? Just wondering if that's normal or not!
