I’m an out of towner and I’m concerned!!!

First day here. I see a bunch of golden retrievers roaming the streets on their own. No owner in sight. Is this a local thing? Because I want to take care of them if not lol forgive my ignorance, I find it cute but also so concerning. They mind their business and seem self sufficient.
