Is there any way to change a court fee/fine?

I’ve seen online that you can convert some fines into community service and I was wondering if that is true? Due to financial hardships I still cannot find a job and money is coming short. Is there a way to pay part of the fee/fine then switch the rest into community service or get its voided or canceled?. I gotten a notice that if I am facing hardships I can call the court but I don’t know how to go around it.
