Need advice: what can/should I do to help beggars/solicitors if I feel they genuinely need help?

Advice

I'm very much aware that soliciting or people begging for donations on our property is a no no. And perhaps a good number of these folk are just lying to elecit sympathy and money. However, as a lowly C.A. myself, I can't help but feel many of these beggars genuinely are on hard times and desperately looking for help. I feel pretty sh!tty reporting to my bosses to drive them away. And in these trying times like SNAP being reduced, I'm feeling more people are going to be turning up here for help.

One thing I at least try to do is direct them to a nearby town hall that may provide advice or even services on what desperate folk can do. But that's basically my desperate idea and I have no clue if they are able to help those people. I sometimes wonder if I should take money out of my bank and give them at least a few hundred bucks, but I'm iffy on giving loads of money to strangers. Yet, for that same reason, I feel like I'm being a selfish jerk who's well-off yet won't help.

I don't know. I'm so conflicted about this.
