SHOULD a hunter kill every vampire they meet, objectively?

Obviously, most hunters probably straight up don’t have it in them to do that to, like, your stereotypical Anarch. Good, sane people don’t have it in them to coldly, ruthlessly execute something that looks and talks like them and genuinely WANTS to be like them.

The question is: does that inevitable decision to let them go inevitably fuck either them or the world at large? Is there any utility to this act of mercy?
