Refund after 5 years??

I came to a drive test centre here by the Lawrence/ Victoria Park Intersection, and was waiting for my ticket number to come up in the queue. While this was happening, I overheard a guy just straight up arguing about him getting a refund for some service he paid 5 years ago?? Like come on man this is just diabolical 🤣. Recession hit him hard today I guess.
