Is it important to go for 100/lower CC bikes for absolute beginners?

I'm 5'5". I'm looking to buy a motorcycle to learn riding on. I don't have a Motorcycle with gear license.

I've heard some people say you won't have control learning on a high engine capacity (cc) bike. Is that true?

What would be a recommended bike to learn riding on?
