What is this on top of my beer, Mold or dry hops?

I have this extract kit that has been fermenting for 2 weeks now. I just want to make sure this isn’t mold before I keg it. I did dry hop and the stuff around the glass is green, I’m hoping it’s just that but rather ask on here for insight.

In the pics, the little white circles are not in the beer, just a dirty carboy.

Also this is my first batch and it is an extract kit from Northern Brewers. My OG came at around 1062 and my FG was at about 1022 which seems awfully high. I followed the instructions. I’m assuming maybe I added too much water in the fermenter? There was no more action in the carboy, it very much seemed like it was done fermenting.
