Is there an unofficial ban on work visa for the people from state of Karnataka, India?

Is there an unofficial ban on employment visa issuance for the people from State of karnataka , India?? Many HR from different company not shortlisting CVs of candidate belonging to karnataka state citing this reason. I don’t see any official notice from authorities. Can anyone here confirm or deny this rumour ?
