Population culling alternatives?

Hey yall. I have been wondering: (Completely hypothetical) why would one weaken and sicken a world population with illness and viruses to cull said population? Why wouldn't/couldn't it be done in a more humane way? Are more humane methods overlooked in favour of financial gain, do you think? Couldn't banning reproduction/new babies achieve the same outcomes?
