My entryway is so UGLY! How can I modernize it for $1k or less?

The tile may be appealing to some but it doesn't match anythjng else in the house. It is so dark and a hideous color in my opinion. Is there any affordable way (besides a rug) to cover it up? Can I put flooring over it? And what about the half wall? Should I knock down the spindles? Put shelving in or leave it empty?

Any ideas are appreciated.
