Shelter Chihuahua Mix - Fear-based aggression

Question

Hey guys,

The shelter I volunteer at has a bitey Chihuahua mix. His history is unkown like with most shelter dogs, but he definitely does bite when you try to touch any part of his body or the leash that he is always on. As all of the volunteers been told that, he is kinda just left out from any walks or cuddle times.

And I been wondering what would be the best way to overcome his fear of hands going near him? He will approach volunteers but as soon as you make any movement towards him, he will show his teeth and attempt bite. I was thinking to suggest to the manager of the shelter that I could take him into a quiet room away from all the other dogs and just gain his trust by feeding him his usual kibble. Maybe I could even get a bite proof gloves at a later stage for hand feeding and slight touching.

Any advice would be greatly appreciated as dogs with biting history rarely get adopted!
