Institutions are just not spreading

I seem to cannot get instutions to spread in my country. I played as Castille and I had like 50 trade capacity in Sevilla market I exported 45 trade capacity worth of goods from Naples market (which had New World institution for some reason) and it took like 40 years or so to spread in my country. By the time I adopted it, half of the Age were already passed. What am i doing fundementally wrong?
