Correctional services of Canada officer flashing his badge during a verbal altercation in public

I had an off duty csc officer in stret clothing showing his ID badge briefly while having a verbal argument in public at a store. He did not say anything about arresting or it is an official business, but said "I am serious about this" in a very threatening manner, and he put the badge back in. He left without causing any physical harm. Is this legal, or should this be reported to csc?
