Question regarding how ranks are allocated

There are 160 sc seats in 1000 vacancies ,but the category rank vs air for other competitive exams are around sc rank×40 ,if we apply the same criteria here the last possible rank should be around 6000 but the air in the rank list ends at 1009 ,does upsc select first 1000 candidates or allot seats seperately
