Capital One Transfer Bonus?

I’m new to award travel but have seen that last November, Capital One had a 20% transfer bonus to Air France. I’m looking to make this transfer and was wondering if folks know if this bonus is something that typically happens every year and I should wait to make the transfer? Thanks.
